Howard</a> and <a href="https://nationalinterest.org/profile/ray-wojcik">Ray Wojcik</a></strong></p><h3><em>&#8230;One of NATO&#8217;s most vulnerable points needs greater military interoperability and training grounds for its member states&#8217; armed forces.</em></h3><p>On January 25, 2026, during a trilateral meeting in Vilnius with <a href="https://nationalinterest.org/tags/poland">Polish</a> president Karol Nawrocki and <a href="https://nationalinterest.org/tags/ukraine-war">Ukrainian</a> president Volodymyr Zelensky, <a href="https://nationalinterest.org/tags/lithuania">Lithuanian</a> president Gitanas Naus&#279;da <a href="https://militarnyi.com/en/news/lithuania-proposes-to-poland-to-expand-future-training-ground-in-the-suwalki-gap/">unveiled a proposal</a> to significantly enhance security in the highly vulnerable Suwalki Corridor.</p><p>The <a href="https://nationalinterest.org/blog/buzz/suwalki-gap-40-mile-line-nato-ready-go-war-russia-over-52172">Suwalki Corridor</a>, or Suwalki Gap, is the narrow strip of land along the border between Poland and Lithuania. Often described as the &#8220;Achilles heel&#8221; of NATO&#8217;s eastern front, the corridor is threatened by Russian forces in Kaliningrad on the Baltic coast and Russian forces operating within Belarus joining together to sever the land access between Poland, Lithuania, and the other Baltic states</p><p>After Russia&#8217;s invasion and annexation of Crimea in 2014, the Suwalki Corridor rose to a strategic dilemma for NATO. The term was originally coined by the former Commanding General US Army Europe <a href="https://cepa.org/article/the-suwalki-corridor/">Ben Hodges</a>, who feared that Russian forces could either seize Suwalki or render the border impassable by artillery, missile, and drone forces. NATO&#8217;s three Baltic allies would then be cut off from crucial ground reinforcement, allowing Russia to attack Lithuania, Latvia, or Estonia elsewhere.</p><p>Lithuania&#8217;s recent offer of enhanced international cooperation near Suwalki gives Poland, Europe&#8217;s rising military power within <a href="https://nationalinterest.org/tags/nato">NATO</a>, an opportunity to offset this threat and solidify military cooperation with Lithuania. For its part, Vilnius has already committed &#8364;100 million ($118 million) to establish a new brigade-sized training ground <a href="https://www.gssc.lt/en/event/discussion-the-kapciamiestis-training-area-its-value-for-lithuanias-defence-the-region-and-the-local-community/">in Kap&#269;iamiestis</a> at the heart of the Suwalki Corridor.</p><p>The real innovation behind Lithuania&#8217;s offer is that it&#8217;s not just another training area, which NATO definitely needs, but an invitation for Poland to help expand this facility across an international frontier. This announcement would create a massive joint, cross-border training area (TA) that effectively turns the Suwa&#322;ki Corridor into a &#8220;borderless&#8221; stronghold for NATO, staffed by Polish and Lithuanian forces.</p><p>Both countries are key NATO allies and are rapidly modernizing their defense capabilities, with Poland on track to have the third (perhaps second) largest military in NATO and to achieve 5 percent of GDP for defense <a href="https://www.reuters.com/world/europe/poland-wants-spend-5-gdp-defence-2026-minister-says-2025-04-03/">in 2026</a>, while neighboring Lithuania is on pace to achieve this in the next several years.</p><div class="captioned-image-container"><figure><a class="image-link image2 is-viewable-img" target="_blank" y2="14"></line></svg></button></div></div></div></a></figure></div><p><strong>Poland and Lithuania Are Turning the Suwalki Gap into a NATO Training Ground</strong></p><p>The Lithuanian-Polish decision has major implications for Baltic security. In recent years, with the dangers posed by revisionist Russia, the Suwalki region has been the focus of multiple cross-border exercises to test allied &#8220;crisis&#8221; readiness and military mobility. Over many years, road and rail infrastructure has improved, making it easier for Poland and other allies to reach Lithuania and, therefore, Latvia and Estonia. For Poland, this cross-border TA concept fits perfectly with its defense strategy to defend itself, and to strengthen cooperation&#8212;especially at the seams&#8212;with allies up and down NATO&#8217;s eastern flank.</p><p>It aligns closely with Poland&#8217;s ongoing Eastern Shield (ES) strategy to fortify its northern and eastern borders. Overall, Poland seeks to bolster alliance-wide cooperation and ensure Russia understands the massive costs it would incur if it ever attacks across NATO&#8217;s eastern frontier. For Lithuania, this new TA concept will bolster the Baltic Defensive Line (BDL). Similar to Poland&#8217;s ES, the BDL is the Baltic States&#8217; strategy to fortify their borders with Belarus and Russia. All of these efforts support the US European Command&#8217;s <a href="https://www.europeafrica.army.mil/Home/EFDL/">Eastern Flank Deterrence Line</a>.</p><p>The EFDL is now a NATO-wide concept to ensure allies implement a &#8220;deterrence by denial&#8221; strategy from Finland to Turkey. The United States remains concerned about regional security. This is demonstrated by Congress&#8217;s recent approval of the 2026 National Defense Authorization Act (NDAA), which <a href="https://www.estosite.org/support-for-continued-funding-of-the-baltic-security-initiative/">includes $175 million</a> for the Baltic Security Initiative.</p><p>Since 2014, demand for larger, more sophisticated training complexes has increased along NATO&#8217;s eastern flank, particularly in Poland. Approximately <a href="https://www.gov.pl/web/national-defence/increasing-the-us-military-presence-in-poland">10,000 American rotational forces</a> have been based in Poland for years, including an armored brigade. These forces must be trained to US standards, and Poland has embarked on a program to support American requirements across multiple training complexes.</p><p>Still, with the Polish Armed Forces (PAF) doubling to 250,000 by 2026 and potentially reaching 500,000 by 2039, demand for high-quality TAs continues to grow. This is exactly why this large cross-border TA in Suwalki is mutually beneficial for Poland and Lithuania. Lithuania is also upgrading its training complexes to support sophisticated American training. In addition to the new Suwalki region TA, Lithuania is investing up to $285 million in its <a href="https://www.army.mil/article/289273/lithuania_makes_long_term_sustainment_commitment_to_us_forces">Pabrade training complex</a> and expanding other training facilities nationwide. The new Polish-Lithuanian cross-border TA will be a welcome addition to the allied TA network.</p><p>Meanwhile, Poland and Lithuania have both fully embraced the US Department of Defense&#8217;s <a href="https://othjournal.com/2024/11/22/joint-all-domain-operations-jado-the-maneuver-concept-for-future-conflict/">Joint All-Domain Operations (JADO) doctrine</a>. The new Lithuanian-Polish TA can be built with JADO in mind, to provide the ability to exercise next-generation warfare capabilities, and apply lessons learned from Russia&#8217;s brutal war on Ukraine.</p><p>The &#8220;<a href="https://www.stripes.com/theaters/europe/2025-12-18/european-parliament-military-schengen-20132652.html">Military Schengen</a>&#8221; concept championed by Poland, Lithuania, and the Baltic States enables the rapid, frictionless movement of battalions and brigades across international borders. This will shatter preconceived notions about NATO&#8217;s inability to initiate rapid &#8220;wartime&#8221; military mobility during peacetime. Several innovative training scenarios can be imagined.</p><p>A Polish brigade mobilizing in a snap exercise to deploy to the Kap&#269;iamiestis range, crosses into Lithuania to exercise alongside a Lithuanian brigade. Polish artillery and precision High Mobility Artillery Rocket Systems (<a href="https://nationalinterest.org/tags/himars">HIMARs</a>) units, for example, could be called up to reinforce those units deployed to Poland&#8217;s side of the Suwalki range complex and provide precision fire support to Lithuanian forces. The sky is the limit in new innovations to test international force integration, increase interoperability, and practice JADO together, including with American forces and other allies.</p><p>Importantly, this decision enables Poland, Lithuania, and other allies to exercise and test the JADO doctrine in the high-stakes Baltic region. It supports the Polish military&#8217;s evolution into a key regional powerhouse and offers American forces flexible JADO training opportunities, even as the United States places greater strategic emphasis on the Indo-Pacific.</p><h3><strong>How to Revive the Lithuanian-Polish-Ukrainian Brigade</strong></h3><p>Perhaps the most notable aspect of the Vilnius announcement was President Zelensky&#8217;s decision to revive the Lithuanian-Polish-Ukrainian Brigade (LITPOLUKRBRIG). The multinational brigade is a Polish initiative, created in 2014. Before the Russian invasion of Ukraine in 2022, affiliated units from all three nations regularly exercised together, often with Canadian forces, demonstrating a unique level of intra-regional cooperation.</p><p>By emphasizing this important trilateral group, President Zelensky is reaffirming Ukraine&#8217;s commitment to a future role in defending the Baltic region, in addition to its own war with Russia. Zelensky recognizes that Ukraine&#8217;s strategic front begins in the Black Sea and extends to the Baltic. The defense of the Suwalki Corridor squarely fits within that strategic thinking.</p><p>For more than a decade, the LITPOLUKRBRIG has existed as a staff-level symbol of cooperation. With the creation of a cross-border training ground <a href="https://www.gssc.lt/en/event/discussion-the-kapciamiestis-training-area-its-value-for-lithuanias-defence-the-region-and-the-local-community/">in Kap&#269;iamiestis</a>, the training ground will serve as a future home for the multinational brigade to evolve and adapt to the JADO battlefield. Moreover, battlefield lessons learned by Ukrainian forces can be incorporated into training, making the TA a permanent laboratory for applying NATO lessons learned from the war.</p><p>This will immensely benefit other allies in learning from Ukraine&#8217;s experiences and ensure NATO&#8217;s eastern defense is built in recognition of the reality of modern war, including drone warfare. Making this trilateral even more powerful is the fact that Poland already <a href="https://www.nato.int/en/news-and-events/articles/news/2026/01/14/nato-and-ukraine-share-lessons-learned-for-strengthening-civilian-resilience-and-critical-infrastructure">hosts</a> NATO&#8217;s Russia-Ukraine lessons-learned center.</p><h3><strong>Poland and Lithuania Are Taking the Initiative in Eastern European Defense</strong></h3><p>The Polish-Lithuanian announcement is a prime example of the allies not waiting for the United States to &#8220;take the next step&#8221; or recommend the next initiative to defend Europe. Rather, it offers allies the opportunity to work closely together on planning for future conflict scenarios. It also presents an opportunity for the United States to capitalize on regional developments and defense innovations. US JADO is far from solidified. Allies willing to do the hard work to practice this new doctrine are exactly the kind of allies the United States will continue working closely with in NATO.</p><p>Thus, the Lithuanian-Polish project, including Ukraine, will be an ideal opportunity for the United States to continue conventional forces integration in Europe. Allied innovative efforts like this give the United States a major reason to stay engaged, not just to help with deterrence, but to continue working with willing allies eager to advance JADO to better prepare for future conflict, wherever it may occur. Howard</a></strong></p><h3><em>..Bucharest is willing to lend its critical military infrastructure to any post-war peacekeeping effort in Ukraine.</em></h3><p>US support for a European-led peacekeeping mission in Ukraine is essential to securing any future <a href="https://nationalinterest.org/feature/mapping-the-russia-ukraine-war-endgame">peace agreement</a> between Moscow and Kyiv. As US-led talks enter a period of uncertainty, President Donald Trump has signaled that he may step back from diplomatic efforts due to frustration with the lack of progress between Moscow and Kyiv. While President Trump has ruled out putting American peacekeepers &#8220;on the ground&#8221; in Ukraine, he emphasized last week that the United States <a href="https://www.wsj.com/world/ukraine-us-security-guarantees-b87d2091?st=2zA24G">could still provide vital support by air</a> and add logistics capabilities no European ally can match.</p><p>Meanwhile, the US military is working with European planners to shape American air support for a proposed <a href="https://www.wsj.com/world/europe/ukraine-europe-troops-voter-opposition-e462d6f3?gaa_at=eafs&amp;gaa_n=ASWzDAiolAy_Rg5GITAU5nF47TnV9OrI_Pr5hF_83oiRS4nu6LHZ-q3X0NmaaASgfnE%3D&amp;gaa_ts=68b201c0&amp;gaa_sig=WHSdLzrBNgwX0Jf4FQ_-sT9ip2fecO0XjTTgYWES-rHketeJXdeif8-esg9iwenSIT4qgFBvA6iXxHZUDjhZzw%3D%3D">6,000&#8211;10,000-strong peacekeeping force</a>, while Secretary of State and National Security Advisor Marco Rubio <a href="https://www.kyivpost.com/post/58728">is coordinating</a> with Ukrainian officials on plans to finalize US security guarantees for Ukraine. European leaders are coalescing around plans for a British- and French-led force, involving as many as <a href="https://www.kyivpost.com/post/58610">ten nations</a>, under the Multinational Force Ukraine framework. The coalition would provide logistics, weapons expertise, and training to help rebuild Ukraine&#8217;s ground forces after a peace deal.</p><p>These plans, however, face a hard reality: <a href="https://nationalinterest.org/feature/european-strategic-autonomy-is-an-illusion">Europe cannot mount</a> such an operation without US airpower in the Black Sea. Washington&#8217;s role could range from deploying warplanes and air-defense systems to providing intelligence and drones. At a minimum, America&#8217;s heavy-lift cargo fleet would be essential for moving troops and equipment, alongside possible air-defense and intelligence support as a backstop to those peacekeeping operations.</p><p>If Europe, backed by the United States, moves forward, one thing is clear: America must rely on its NATO ally, <a href="https://nationalinterest.org/feature/how-romania-can-help-ensure-peace-in-the-black-sea">Romania</a>, as a backstop to ensure peacekeeping in Ukraine is a success. Romanian prime minister Ilie Bolojan has <a href="https://united24media.com/latest-news/romania-rules-out-troops-in-ukraine-but-offers-nato-air-bases-for-support-10985">stated</a> that while Bucharest rules out sending troops into Ukraine, his country is prepared to offer its military infrastructure&#8212;including NATO-operated air bases&#8212;for the use of allied forces as Romania&#8217;s contribution to securing peace.</p><p>One of Romania&#8217;s most important assets is the <a href="https://www.globalsecurity.org/military/facility/mihail-kogalniceanu.htm">Mihail Kog&#259;lniceanu (MK) Air Base</a>, one of the largest in Eastern Europe. Often referred to as the &#8220;Ramstein of the East,&#8221; in reference to the US airbase in Germany that has anchored NATO operations since 1953, MK is strategically located near Constan&#539;a on the Black Sea and is ideally positioned to support US-backed peacekeeping operations in Ukraine. Equipped for 24/7 operations, its 11,000-foot runway can accommodate any aircraft in the US Air Force inventory, including the C-17 Globemaster III, C-5 Galaxy, and heavy tankers such as the KC-135 and KC-46.</p><p>MK Air Base has played a central role in US and coalition operations for over two decades. During the run-up to the Iraq war in 2003, the base was used as a staging and transit hub for troops and equipment moving in and out of the Middle East. Tens of thousands of American soldiers passed through MK on their way to Kuwait and Iraq, and it later became a primary transit hub for US forces rotating in and out of Iraq and Afghanistan. Given its strategic location&#8212;with proximity to the Middle East and direct access to the Black Sea&#8212;the United States made it a key NATO facility even before Romania formally joined the alliance in 2004.</p><p>Romania has been a pivotal American ally in Eastern Europe, leveraging its access to the Black Sea to stabilize the region and deter Russian aggression. At the recent NATO Summit in The Hague, Romania <a href="https://www.nato.int/cps/en/natohq/official_texts_236705.htm">pledged</a> to increase its defense spending to 5 percent of GDP by 2035, having already met the <a href="https://data.worldbank.org/indicator/MS.MIL.XPND.GD.ZS?locations=RO">2 percent</a> benchmark set during President Trump&#8217;s first administration.</p><p>Beyond spending, Romania has made major investments in US defense systems. It signed a $4 billion deal in 2017 to <a href="https://www.defensenews.com/land/2017/11/30/its-official-romania-signs-deal-to-buy-us-missile-defense-system/">purchase seven Patriot batteries</a>&#8212;recently <a href="https://www.reuters.com/world/europe/romanian-lawmakers-approve-donation-patriot-missile-system-ukraine-2024-09-03/">donating one</a> to Ukraine&#8212;and is moving forward with a <a href="https://theaviationist.com/2024/07/17/romania-f-35/">$6.5 billion acquisition of 32 F-35A jets</a>, its largest-ever procurement. By 2030, Romania will begin to operate a modern fleet of <a href="https://nationalinterest.org/tags/f-35">F-35s</a>, making its air force one of the most advanced in the region.</p><p>While Europe and the United States formulate a framework for peacekeeping in Ukraine, Romania&#8217;s role will be indispensable. Without its airbases, infrastructure, and political resolve, the logistical foundation of any coalition mission would be severely weakened. Peacekeeping will test US and European commitments&#8212;and NATO&#8217;s ability to project stability on its eastern flank. href="https://drive.google.com/file/d/1s7QvBwQh0GRRC1aIvwDPskZiLrSrvS3o/view?usp=sharing">new study</a> I&#8217;ve written that was recently published by NATO&#8217;s Joint Air Power Competence Centre (JAPCC), offering a bold and timely vision for NATO&#8217;s future posture in East Central Europe. The piece explores a proposal that could have major implications for both strategic readiness and alliance cohesion: the creation of a NATO air base in Ostrava, Czech Republic. This isn&#8217;t just about building another runway&#8212;it&#8217;s about reshaping how and where NATO projects its airpower in an increasingly dangerous security environment that provides the Alliance with a new strategic window on the Carpathians and key parts of Ukraine.</p><p>The article describes the dramatically altered geopolitical landscape since Russia&#8217;s renewed invasion of Ukraine. NATO needs to rethink its deterrence and defense posture along its eastern flank. Historically, much of NATO&#8217;s infrastructure has been rooted in what the article calls &#8220;tidewater NATO&#8221;&#8212;countries like Belgium, Germany, and the Netherlands. These areas once served as command and logistics hubs, but they are now far removed from the regions most likely to see future conflict.</p><p>Enter the idea of &#8220;center field NATO,&#8221; a strategic concept that pushes NATO&#8217;s operational capacity eastward without overexposing key assets. <strong>Ostrava</strong>, located in eastern Czechia near the Slovak, Polish, and Hungarian borders, fits this concept perfectly. y2="14"></line></svg></button></div></div></div></a></figure></div><p>Ostrava&#8217;s Leo&#353; Jan&#225;&#269;ek Airport already offers a robust dual-use infrastructure. With a 2,450-meter runway, a maximum on-ground capacity (MOG) of 15&#8211;20 aircraft, and the ability to handle 50&#8211;70 flights per day, it can support everything from B-52 bombers to cargo and refueling aircraft. The airport is certified for military operations by the Czech Ministry of Defense and already hosts the annual NATO Days air show&#8212;the largest in Eastern Europe and often regarded as the regional equivalent of the UK&#8217;s Farnborough Airshow&#8212;making it both an operational and symbolic platform for transatlantic cooperation.</p><p>The article also highlights Ostrava&#8217;s strategic location. It sits along the <strong>Ko&#353;ice&#8211;Ostrava&#8211;Prague transport corridor</strong>, one of the busiest logistics networks in Europe. This gives it direct access to NATO&#8217;s eastern flank and complements the current logistics hub at <strong>Rzesz&#243;w-Jasionka Airport</strong> in Poland, which has played a critical role in supplying Ukraine. However, reliance on a single hub like Rzesz&#243;w carries risks. Developing Ostrava as a second gateway offers strategic redundancy, better resilience against Russian disruption, and operational depth.</p><p>A central theme of the article is how this proposal aligns with Czechia&#8217;s renewed commitment to NATO. Under President Petr Pavel, a former Chairman of the NATO Military Committee, Czechia has passed legislation to meet the alliance&#8217;s 2% GDP defense spending target and has launched a $7.5 billion program to acquire <strong>F-35 fighter jets</strong>. Although these aircraft will be based at &#268;&#225;slav, Ostrava could become a crucial forward operating and logistics node, especially in the event of regional crises.</p><p>Establishing a NATO base in Ostrava would also offer powerful <strong>political and economic signals</strong>. It would reward a mid-sized ally stepping up its defense commitments, redistribute alliance responsibilities, and help revitalize a post-industrial region in need of long-term investment.</p><p><strong>Below are a few specific reasons why Ostrava makes sense:</strong></p><p>&#183; Strategically located near NATO&#8217;s eastern border with direct access to the Carpathians and Ukraine.</p><p>&#183; Capable of hosting both tactical and strategic aircraft, including B52 Stratofortress bombers.</p><p>&#183; Reinforces Czechia&#8217;s increasing military role and integration with NATO&#8217;s most advanced systems.</p><p>&#183; Serves as a backup and complement to the new NATO logistical hub in Rzesz&#243;w, Poland, which supports US and NATO arms deliveries to Ukraine by diversifying NATO&#8217;s logistical vulnerability (90 percent of NATO&#8217;s arms deliveries to Ukraine go through Rzesz&#243;w). </p><p>&#183; Can transform an underutilized civilian airport into a symbol of allied unity and resilience.</p><p>In sum, the article paints a picture of <strong>Ostrava as a potential &#8220;mini-Ramstein&#8221;</strong>&#8212;a forward-looking, politically strategic, and operationally vital base that strengthens NATO where it needs it most.
