Saratoga Launches New Research Initiative on Cognitive Warfare

The Saratoga Foundation is pleased to announce the launch of a groundbreaking new research project: “The Cognitive Battlespace: War, the Mind, and the Future of Strategy,” spearheaded by Senior Fellow Dr. Jānis Bērziņš.
This timely initiative addresses a pressing national security challenge for the United States and its transatlantic allies: the capacity of foreign adversaries to wage persistent warfare on the human mind without crossing the traditional thresholds of conventional armed conflict.
Western military planners are currently grappling with an evolving array of hybrid threats; in response, Dr. Bērziņš’ project will deliver the first systematic strategic theory of cognitive warfare. As part of this innovative new initiative, he will write a series of reports examining Russian approaches to Cognitive Warfare and the emerging battlespace being waged against Western societies.
Highlighting the critical importance of this initiative, Saratoga Foundation Board Member and former Supreme Allied Commander Europe (SACEUR), General (Ret.) Philip Breedlove, noted the urgency of this research:
“Cognitive warfare is among the most important emerging challenges facing the Alliance. We understand kinetic threats. We are only beginning to understand how adversaries target the minds of our societies. Dr. Bērziņš’s research addresses a gap that NATO policymakers and defense planners urgently need filled.”
We look forward to circulating Dr. Bērziņš’ new series of reports in an effort to promote a deeper understanding of Russian approaches to Cognitive Warfare and the emerging battlespace being waged on Western societies.
